2011 Tax Exemption for Parents of Children with Disabilities

The following summary is a resource for parents to obtain information concerning the Oregon tax exemption for parents of children with disabilities. This basic information will provide you and your staff an understanding of the exemption. Feel free to share this information as appropriate in your district and with parents.

The Oregon Tax Code provides an additional tax exemption for parents of eligible children with disabilities in Oregon. The procedure for claiming an exemption for the 2011 tax year is explained in the Oregon Individual Income Tax Return and Instruction booklets.

Who qualifies for the exemption?
A child qualifies if he or she meets all of the following criteria:

Effectiveness of Special Education - Oregon Survey

The Federal Office of Special Education Programs (OSEP) will be visiting Oregon to verify the effectiveness of our State's special education systems. OSEP would like to have parent input and feedback regarding children ages birth through twenty-one who are receiving special education services. This is an important opportunity to ensure that parents voices are heard at the state and federal level.

Included in the U.S. Department of Education regulations is the requirement that disabled students be provided with Free Appropriate Public Education (FAPE). These regulations require identification, evaluation, provision of appropriate services and procedural safeguards. The process is as follows:

Referral Process

Special Education Referral Process

Referral Process: A school staff member or parent may refer a student (ages 5-21) to the Special Education Team to consider evaluation for special education services. To refer a child ages birth-5, please contact the Multnomah Educational Service District (MESD) at 503-255-1841. Usually, prior to referral for special education, the teacher(s) has utilized a variety of interventions with a student. If you believe a child may be eligible for and in need of special education services, please contact the school office where the child attends. A school office staff member will assist you in making contact with the school counselor. The counselor will assist you with the referral process.

General Special Education

The David Douglas School District strives to offer specialized programs to students with unique learning needs. The goal is to enable every child to realize his/her full potential, experience school success and to make appropriate progress toward meeting national, state and District standards. We will provide the support and skills for all students to become lifelong learners, responsible citizens and meet high academic standards. The following special programs are available to students in the David Douglas School District:

Special Education Report Card

Under the requirements of the Individuals with Disabilities Education Act (IDEA) 2004, the Oregon Department of Education publishes an annual Special Education report card as part of the State Performance Plan.
