Multnomah Early Childhood Program (MECP) provides Early Intervention (EI) and Early Childhood Special Education (ECSE) services to children from birth to age five in Multnomah County.

MECP serves families in all eight school districts in Multnomah County (Centennial, Corbett, David Douglas, Gresham-Barlow, Parkrose, Portland Public Schools, Reynolds, and Riverdale).

Multnomah Early Childhood Program designs services to individually to address the needs of young children with developmental delays or disabilities.

At MECP We Believe:

• Young children with disabilities and their families are full members of our community.
• Inclusion is the driving principle and the foundation for the range of services and supports we provide.
• The educational practice of including children with disabilities in typical settings and environments promotes a sense of belonging.
• Collaboration among key partners (families, practitioners, specialists, and administrators) is essential to ensure high-quality early childhood inclusion.
• Specialized services and therapies must be implemented in coordinated fashion and integrated with general early education.

Who should be referred? Refer any child from birth to five years old, with developmental concerns to MECP. Areas of concern might include: speech and language, motor, behavior, socializing, learning, vision, or hearing.

Who can make a referral? Referrals may come from anyone.

Where are services provided? Multnomah Early Childhood providers deliver services in settings that match the child’s needs, including at home, in child care, in community preschools, in specialized classrooms, at Head Start, or in other community settings.

How much will it cost? All services are free of charge. Your local school district funds screening and evaluation costs. The Oregon Department of Education funds MECP services. As a result, families do not pay out of pocket for these supports.
