Understanding Your Rights as a Parent or Guardian
This information is meant to help you understand your rights under the law, known as Procedural Safeguards (Parent Rights), as they relate to Early Intervention (EI) and Early Childhood Special Education (ECSE).
It will explain your rights in these programs, but it won’t cover the specific services or supports your child may receive in their Individualized Family Service Plan (IFSP) or give detailed information about Multnomah Early Childhood Program (MECP). For more details about your child’s services and supports, please contact your child’s service coordinator.
