This past summer was an exciting time for the David Douglas School District as we launched a series of improvement projects made possible by the incredible support of our community through the 2022 Bond Measure.

We are deeply grateful for your continued trust and commitment to initiatives that enhance our schools and ensure the safety of our students and staff.

We have completed numerous remodeling projects across our district, including at Floyd Light Middle School, Fir Ridge Campus, Mill Park Elementary, West Powellhurst Elementary, South Powellhurst, David Douglas High School, and the CTE building.

We plan to complete a significant portion of the bond work over the summer months.

Please be aware that some facilities may be temporarily closed during this time.

Campus Closures for Summer

Mill Park and West Powellhurst Elementary Schools, Floyd Light Middle School, Fir Ridge Campus, South Powellhurst, and David Douglas High School South Campus & pool buildings will be closed for construction during the summer.

Below are some of the major updates, repairs, and renovations currently underway:

List of Updates and Summer Projects 

David Douglas High School:

Lighting installation is underway on the athletic fields. The construction is to begin on the South Building. Additionally, the new pool bleachers have arrived and are scheduled for installation at a later date.

The South Campus and Pool/Aquatics Center Building are closed this summer. 

Fir Ridge Campus:

The project team is actively addressing all long-lead procurement items to maintain the construction schedule. The contractor is scheduled to mobilize on-site starting June 16, 2025.

The project scope includes the replacement of the existing roofing system and the remodeling of the main entry to incorporate a secure vestibule for enhanced safety. The campus will be closed for the summer. 

Mill Park Elementary School: 

Permit is under review with the City of Portland.

HVAC and seismic upgrades have been added with grant funding. Seismic and bond scope will proceed, while HVAC work is deferred to 2026 due to scheduling. The project will use the CM/GC delivery method, with contractor mobilization on June 16, 2025. The school building will be closed for the summer. 

The project scope includes remodeling existing areas to create dedicated spaces for specialists and replacing most of the windows.

West Powellhurst Elementary School:

The permit has been issued, the Guaranteed Maximum Price (GMP) has been established, and the contractor is scheduled to mobilize on site on June 16, 2025. The school building will be closed for the summer. 

The project scope includes upgrading the HVAC system, remodeling existing areas to create spaces for specialists, renovating the entry to include a secure vestibule, and replacing the fire alarm system.

South Powellhurst Elementary School:

The permit has been issued, the Guaranteed Maximum Price (GMP) has been established, and the contractor is scheduled to mobilize on site on June 16, 2025. The school building will be closed for the summer. 

The project scope includes replacing tile flooring, replacing the fire alarm system, upgrading the HVAC system, and repairing the sewer line.

Floyd Light Middle School:

The contractor will mobilize on June 16, 2025. The school building will be closed for the summer. 

The project scope includes installing a generator and service lines, upgrading the building’s HVAC system, and remodeling the entry to create a secure vestibule.

We want to extend our heartfelt gratitude to the David Douglas School District community for your support of the 2022 Bond Measure. Your commitment has empowered us to create safe, modern, and welcoming learning environments for all our students across the district. Here are some of the impactful improvements your support has made possible:

  • Safety and Security Enhancements: Many of our schools, including Ron Russell, Floyd Light, and Alice Ott Middle Schools, now feature newly remodeled secure vestibules at their main entries to control access and enhance student safety.
  • Specialized Learning Spaces: At Gilbert Heights, Menlo Park, and Lincoln Park Elementary Schools, dedicated areas have been remodeled to provide focused support for specialists, ensuring our students receive the tailored assistance they need.
  • Updated Essential Systems: A number of schools, such as West Powellhurst and South Powellhurst Elementary, have received HVAC upgrades for better air quality and comfort, while Gilbert Park Elementary and Cherry Park Elementary now have modern fire alarm systems installed to improve safety across our campuses.
  • Roofing and Exterior Improvements: Schools like North Powellhurst and Earl Boyles Elementary have undergone significant exterior repairs, including roof replacements and siding repairs, to protect our facilities and enhance their durability.
  • Track and Field Upgrades: At Alice Ott, Floyd Light & Ron Russell Middle Schools, track renovations have been completed, providing students with modernized athletic spaces to support physical education and after-school sports.

Dear David Douglas Community,

On May 4, we hosted our symbolic groundbreaking ceremony for our future new Career and Technical Education Center (CTE). We want to thank everyone who attended this important event, especially our student and parent speakers, who shared how vital this new CTE building is to our community. For those who could not make it or wish to relieve the moment, please watch the highlight video below.  

We will update our community regularly on the 2022 Bond Measure to maintain transparency and keep you informed on our progress. Here are some key updates for you:

  • David Douglas High School—CTE Building: It is expected to be completed by August 2025. Thank you again for your support at the symbolic groundbreaking celebration on May 4th. 
  • Middle School Track Upgrades: Work on track upgrades will be completed this summer with minimal impact on school activities.

Here is the latest informational update on the District’s $140 million construction bond measure approved by voters in November, 2022.

The David Douglas Bond Oversight Committee will hold its first meeting at 6 p.m., Thursday, April 6, at the District Office located at 11300 NE Halsey St.

This committee, made up of 16 District family and community members, is tasked with reviewing bond project plans and expenditures to ensure that they conform to those promised in the bond ballot measure. The Committee will continue to meet quarterly through the life of the bond projects.

Planning and design of projects continues, and construction should begin this spring and will continue through about December of 2026.

The District successfully sold the bonds on Feb. 23. The bonds were very attractive to buyers, who submitted a total of $2.6 billion in offers. This allowed a reduced interest rate, resulting in a lower cost to the community, and ultimately giving the District about an additional $6.1 million in premium.

After fees and other costs, here’s the bottom line: The District’s $140 million bond measure has actually produced $145.4 million to spend on construction projects. Add in the State of Oregon’s $8 million bond matching grant, and the District will be able to put more than $153 million into our schools and facilities over the next three years.

To Our David Douglas Community,

In November 2022, District voters approved a $140 million bond measure that will be used to make repairs, improvements, remodels and new construction to District facilities. We will regularly keep our community updated on bond progress, and here is our latest.

The District has received strong interest from the community in serving on the Bond Oversight Committee (BOC). Fifteen District residents have expressed interest in serving, and a handful of student members are being added soon. This committee will begin meeting quarterly in the next month or so. The District provided voters a specific list of projects that the bond funds would cover, and it is the purpose of the BOC to provide community oversight and recommendations to ensure that happens.

The funds to pay for the construction projects come from the sale of bonds to investors. That sale is scheduled for Thursday, Feb. 23.

A District leadership team, along with consultants, has selected architectural firms for the various bond projects. BRIC Architecture has been selected to design the Future Careers Center that will be constructed on the David Douglas High School campus. Three additional architectural firms have been selected to work on the planned repair and renovation projects. They are BBL Architects, Axis Design Group, and Soderstrom Architects.

Once the bonds have been sold, the District will put together a preliminary schedule of upcoming projects. That schedule, along with a Bond Oversight Committee meeting calendar, will be included in our next update.
