The David Douglas School District is a community of learners committed to equity and the success of each student. This commitment means that student success will not be predicted nor predetermined by race, ethnicity, family economics, mobility, language, gender, gender identity, sexual orientation, disability, or initial proficiencies. Our job is to promote a district that is free from abuse, discrimination, harassment, bullying, and retaliation.

Recognizing that each student has a unique identity is central to our work in education. District, school and classroom decisions, policies, and practices affect each student differently depending on the components of that student’s identity. Our commitment to equity supports fostering an inclusive and barrier-free environment in which everyone will fully benefit. We stand in agreement with our State as we acknowledge and implement HB 2281. 

HB 2281 (2023) requires schools to designate a Civil Rights Coordinator to oversee compliance with state discrimination law.

Associated Oregon Laws and Rules 

A number of other Oregon laws and rules intersect with nondiscrimination law; it’s helpful to familiarize yourself with these and how they apply. 

• Oregon Sexual Harassment Law defines sexual harassment, a form of sex discrimination, for Oregon K-12 schools 

• The CROWN Act modified Oregon nondiscrimination law to include protected hairstyles. 

• Every Student Belongs prohibits symbols of hate and requires schools to respond to bias incidents. 

• ORS 338.351-654 Harassment, Bullying, and Intimidation requires policies that prohibit harassment, including based on protected classes.
