David Douglas School Board Chair Andrea Valderrama released a statement today that she would bring a resolution next week to the School Board terminating the District’s agreements with the Portland Police Bureau and discontinuing our use of School Resource Officers (SROs).

The resolution also directs the Superintendent to cease any further negotiations with the Portland Police Bureau or any other law enforcement agencies for any services around SROs, event enforcement, training, or other services.

Valderrama also urged the City of Portland to reinvest the funds spent on SROs for the David Douglas School District into District retention efforts for staff of color and supporting alternative restorative justice practices in the David Douglas School District.

David Douglas School District Board Chair Valderrama Statement —Divesting from Law Enforcement Agencies

The United States was founded with a history of anti-black racism and white supremacy embedded in multiple institutions and systems such as public safety, education, and housing, which have contributed to the murders of Black individuals like George Floyd, Breonna Taylor, Patrick Kimmons, Terrell Johnson, Quanice Hayes, and many others.

The mission of the David Douglas School District (DDSD) is to provide meaningful, equitable, and highly effective instruction so each student grows and thrives socially, emotionally, and academically. DDSD’s core values include diversity, equity, and safety.

I unequivocally affirm Black Lives Matter, and that anti-black racism & white supremacy must be dismantled at all levels of the David Douglas School District.

I also am answering the call from the Minneapolis School District and directing the DDSD to end any and all contracts with law enforcement agencies, and disband in-district policing and security departments that place police officers in schools. In turn, I urge other Oregon school districts — and especially Portland Public Schools, Parkrose School District, Reynolds School District, and Centennial School District to take this same action.

I am bringing forward a resolution at our upcoming virtual school board meeting, scheduled for June 11th, 2020 at 7pm that will terminate DDSD’s MOU with the Portland Police Bureau and any other law enforcement agency for the services of School Resource Officers. This resolution will direct the Superintendent to take whatever action is necessary to terminate the contract.

The resolution will also direct the Superintendent to cease any further negotiations with the Portland Police Bureau and any law enforcement agency for the services of School Resource Officers, event enforcement, training, and any other services. It will further direct the Superintendent to disband in-district policing and security departments that place police offices in schools.

Lastly, I urge the City of Portland to reinvest it’s resources allocated to the School Resource Officer program for David Douglas School District into the retention efforts for staff of color supporting alternative restorative justice practices in the David Douglas School District.
