SY 2025/2026 Update:
- Part 2 of the Title 6 Application has been signed and turned into ODE.
- We should hear by the end or May or early June from ODE.
Pow Wow Debrief:
- What went well?
- Attendance was great and saw a lot of people from the community and the region came together.
- The Emcee kept things really entertaining.
- The frybread was really good.
- The extra drums that showed up were amazing.
- A good amount of cultural vendors at the event.
- Volunteers were amazing, they definitely stepped up.
- The raffle and prizes were successful.
- The amount of planning and preparation and the pieces were all in place.
- The students were very happy with the Pow wow.
- Really Nice seeing the Seniors honor the Tiny Tots.
- The location was nice with the garage doors open, made the event really accessible for all.
- What would you want to see again?
- Frybread!
- I would love to see another Pow wow next year.
- Honoring the students was a nice touch.
- Invite the Color Guard back again, the EMcee and Arena Director too.
- The different dances that incorporated everyone.
- I want to see everything we did and more.
- What could we improve or be changed?
- More food vendors and different types.
- The Tiny Tot and Senior honoring- communicate to the community beforehand or during the event it is okay to go up and shake their hand, all are welcome.
- We had a large community there but some it was their first time being at a Pow wow. Having a Pow Wow Etiquette shared but also posted at the next Pow wow would be helpful.
- Have the entrance be at the parking lot, having volunteers at that door to help elders into the building.
- Have signage on the road so people know where they are going.
- Have more volunteers.
- Have more air flow so it is not so hot for dancers.
- Start planning sooner.
- Community partner placement- may be opening the closed hallway to have them placed there so it does not feel so rushed and they have more space.
ISU Update:
- They will be selling Fry Bread and Tacos at the Bite this year.
- There is also going to be a Fashion Show.
- At the last assembly they will be performing.
Community Update:
- Gathering Gardens: This Saturday May 10, 2025 They will be having a native plant giveaway from 10-2:00.
- Diane Smith: Does Native Chinook Wawa language classes at Lewis and Clark.
- NAYA: Will be opening up summer camps soon registration, registration is open to 2nd to 8th graders.
- NAYA: 9th grade counts are not on-line yet. It is for rising 8th graders.

Meeting Agenda Overview
- Agenda Overview:
- Money Allocation: We expect more funding this year due to an increase in membership. The two voting members need to confirm that the funds can be allocated in the drafted revision budget.
- Applications: 14 applications were received for the next school year and were submitted to the federal government; decisions are expected by May.
- Draft Budget: This year’s draft includes:
- Personnel and travel costs (e.g., gathering garden field trip for next year).
- Supplies (Native Books) — including recently purchased books.
- Contracts, professional development for training or classes.
- Printing costs for applications (sent out 686 this year).
- Parent Feedback: Some parents find it difficult to qualify for support, and Heather agrees.
- Voting Members: Only Terrie and Josh can vote on the allocation.
Budget Cycle and Focus Areas
The current 4-year budget cycle is concluding, focused on:
- Cultural Identity Awareness
- Parent Involvement in the Community
- Feedback on these focus areas has been positive.
- Heather asks the voters whether they want to continue or change the objectives.
- Josh supports continuing the focus, especially on the powwow.
- Terrie agrees with Josh’s statement about the importance of the powwow.
- Heather suggests putting all the funds into the same pot and asks if they would like to modify the objectives.
- Pow Wow Planning Update
- Heather has coordinated changes to ensure setup time for the Powwow (no students will be present that day due to conferences).
- The layout: for the Powwow will be adjusted to accommodate the new space.
- Fundraising: Donations have been coming in.
- Laura will bring fresh fruit, water, and snacks for the event.
- Student Volunteers: They will ensure that drummers are taken care of.
- Community Support: Josh has connected with someone to handle the stoles and other community donations.
- Tiny Tots Bags: Gift bags for the tiny tots will include stone fidgets, crayons, a Native coloring book, and a medicine bag they can create with their parents.
- Contracts: Six out of seven contracts are complete.
- Volunteers: It’s suggested that we ask for volunteers for the Delta Park Powwow and post a call for volunteers at the event.

ISU Update:
- They are fortunate to have Gary Westley from NARA coming to hold some Native teaching to the group after school on Thursdays.The meeting have been very successful so far.
- They were able to raise $68.00 from the 50/50 at the basketball game
- They were able to raise $88.00 at the last Dine in.
- ISU is looking to do a reach out to get more members for their group
- The group has planned a field trip to Bison Coffee Shop and The Native Gathering Gardens for March.
- They are working on pieces for the raffle at the Pow wow.
Pow Wow Planning:
- Josh has connected with community members to get a Host Drum, support drum group,MC and food vendor.
- We have 5 vendors for the event so far.
- We have set a planning meeting for March 18th at 5:30 at Ron Russell Middle School.
- ISU students will do a 50/50 raffle at the Pow wow.

- NAYA is doing a Spring Break Camp. They will share the flyer with us.

SY 2024/2025 506 Applications:
- Opened 506 forms January 6th
- Mailed out: 589 applications sent to families identifying students as Alaskan Native or American Indian, with a prepaid envelope to return to the District Office.
- Current Count: 49 with moves and graduations last year.
ISU Update:
- ISU Account: $460.00 in their account from fundraising
- ISU Fundraising: Doing 50/50 at the next basketball game, looking at connecting with other businesses.
- Support: Laura would like some support in learning how to bead and make gifts with ISU
- Trips: Would like to go to the Gathering Gardens before the end of the year.
Pow Wow Planning:
- Change in venue location: Looking into Ron Russell for Friday April 18th, or Friday April 25th from 4:00-10:00 pm.
- Fees: Speaker $ 500.00
- Drum Host: $ 500.00
- Emcees: $300.00
- Custodial Fees: $89/hour
- Vendor Participation fee: $50-$60 with a gift donation
- Community Outreach: Flyers on social media posts needed. ISU will use videos, phone calls and robocalls to promote.
Community Updates:
- Planning for an “International Bite” event in collaboration with Kona Ice.
- March 15th: An event in the gathering garden to celebrate the Equinox.
Student and Community Engagement
- Two Native students in the GYO ( Grow Your Own) Program.
- Mrs. Taye shared student and community voice is the driver in the budget allocation.

David Douglas School District Indigenous Cultural Night Highlights and Improvements for next year.
Highlights:
- Our ISU students: overall thought the event went well. They were happy to emcee the event and participate in the planning process. It was nice that their vision came to life. So glad we had enough food and did not run out this year. There was enough for everyone.
- Our NAPAC members: They thought the event was a thoughtful event. They were really happy with how the event turned out even with the last minute changes. NAPAC is thankful for our Partners who provided food and tabled to share the culture, such as new book options from Multnomah County Library.
Improvements for next year:
- Have the event earlier in November.
- Have the event in the David Douglas High School South Cafeteria where our tribal flags are displayed.
- If there is a location change, clear signage at the previous location.
- Wireless microphones
ISU Updates:
- Four students toured the University of Oregon.. The college facilitators provided a tour, provided lunch, introduced the students to those who oversee the Long House on campus, and shared about the Native Education Pathways offered.
- ISU is looking for a field trip to connect with Native artists. If the group has any suggestions please reach out to the team.
David Douglas Pow Wow Planning:
- Would Like it in April in the North or South Gym.
- Begin forming a planning team and identifying the following:
- Potential vendors
- Volunteers for key roles: Host Drum, Arena Director, Head Staff ( ISU Student)
- Connect with ISU about fundraising
- Event partners
- Question: What are raffle and fundraising guidelines?
Title VI Updates:
- 506 forms will be sent out at the beginning of January to all students who have self identified as American Indian/Alaskan Native.
- 506 forms are sent with a prepaid envelope with a return address for convenience.
- Thank you to Lisa Thomas who has worked hard to make this happen again this year.

Review and Confirm: Indigenous Cultural Night: A Native American Celebration
- Katie is bringing a drum and possibly weaving activities
- Gary also has a drum to bring along with additional drum sticks
- Harold will share the cultural meaning behind drumming and teach any littles who would like to learn
- Everyone voted for Option 2 of the Event Program and Layout 2
- After blessing the food, youth will plate for the elders and bring it to them
- Dismiss tabling partners first to get food then by rows
- Create a map for parking and entrance details for event promotion
- Senior recognition – Josh will do this as he introduces the emcees for the evening
- The group would like to see something printed on the tables about showing respect to speakers by being quiet while they are talking.
- Food is confirmed

- Friday, November 22, 2024 from 5:30- 7:30 PM, at DDHS, South Cafeteria
- The event title we decided is “Indigenous Cultural Night: A Native American Celebration”
- Youth suggestion to include “Indigenous” and change with the times, while keeping “Native American” and slowly phasing out so people still recognize the event
- Food:
- Provide first Foods
- Food ideas:
- Urban Pride, Soup from NAYA Kitchen, Three Sisters Stew
- Jeidah can pay for food, 350 people max.
- Elevate Oregon can purchase sides and beverages
- Activities and celebrations

Introduction

Tribal History/Shared History – Senate Bill 13
- History of Senate Bill 13
- First passed in 2017
- Native American Curriculum for Oregon Public Schools
- Professional Learning opportunities for educators
- 9 Federally Recognized Nations in Oregon worked together
- 9 understandings: since time immemorial, history, identity, language, genocide federal policy, and laws, treaties with the US, Lifeways, tribal government, sovereignty
- There are two curriculums, ODE and Tribal-Placed curriculum
- In DDSD
- Cohort model to train educators on how to implement the curriculum and resources to enhance lessons
- Since 2021 there have been three professional learning cohorts of district staff, a total of 90 educators
- In the middle of cohort 3, funding from the federal government. 17 educators right now
- Purpose of the professional learning cohorts: educators are receiving quality training and building relationships with the Native communities to fully implement the curriculum the way it’s intended
- Feedback from staff:
- Transformative and perspective-shifting
- Reframing previous lessons/experiences
- Sharing with colleagues
- Feedback from students:
- They feel good about being represented
- Students have enjoyed it
- Lessons are lecture-heavy, they would like more interactive lessons

- We have heard from ODE – all 506 forms were accepted – 57 students!
