NAPAC Budget Update 2026 – 2027

• All required budget approval steps have been completed. The remaining step is receiving the federal award notification and final funding amount, expected in July 2026.
• Families who identify as American Indian/Alaska Native and indicate tribal affiliation through a 506 Form generate federal funding that supports Native education programs in DDSD.
• The final award amount is expected to be similar to the amount included in the submitted proposal.

Agenda Overview

1. Tribal History/Shared History (TH/SH)

• K-2 classrooms will begin implementing Tribal History/Shared History curriculum next year.
• High school students worked alongside tribal members to create a video highlighting the importance of culturally representative curriculum.
• Members appreciated hearing student voices and seeing Native students represented. There was interest in sharing the video more broadly with families.
• The district will monitor implementation through curriculum tracking systems, student feedback, and ongoing updates to NAPAC.

2. Native American Studies Course

• Enrollment continues to grow, with 64 students currently registered for next year.
• Three of six units have been developed, curriculum resources for Two Old Women are complete, and all necessary books have been purchased using NAPAC funds.
• A parent suggested hosting a community learning night to showcase student learning and increase family engagement.

3. ISU Report

• ISU held its final meeting of the year and honored graduating seniors.
• Students are developing a stronger leadership structure and expressed interest in creating more opportunities for Native students across the district.
• ISU members would like increased interaction with tribal leaders, elders, and community organizations.
• During DD Unite Week, ISU sold frybread and raised over $200

4. Partnership Opportunity

• Adrian Mote from Portland All Nations Canoe Family (PANCF) shared information about ITECK programming and potential field trip opportunities for ISU students.

5. Native Student Success Plan Grant

• ODE is offering a competitive Native Student Success Plan Grant, with up to $144,000 available and applications due June 17, 2026.
• Potential uses include transportation to tribal communities, Native Games, Tribal History/Shared History support, tutoring, student career exploration, cultural programming, Powwow expansion, author visits, honorariums, and dedicated support for Native students.
• PANCF was identified as a potential partner. 

NAPAC 2026 – 2027 Priorities

• Continue NAPAC meetings on Wednesdays and plan the September meeting before the school year begins.
• Maintain communication between NAPAC leadership and DDSD staff throughout the summer.
• Host a Native Cultural Night in November and explore expanding the Powwow into a full-day event.
• Develop additional cultural opportunities, including a coastal canoe event, a Grand Ronde field trip, and more learning opportunities with elders and knowledge keepers.
• Increase opportunities for elementary students, expand Indigenous student gathering spaces, and strengthen NAPAC visibility across the district.
• Explore a Native-themed mural and increase education about Oregon tribes through meaningful learning opportunities beyond land acknowledgements.

• Part 1 is submitted and signed; we are now awaiting the final funding amount and per-pupil rates from the federal government.
• While the total budget was reduced, our allocation percentages remain the same, with only indirect expenses left to be finalized.

• The NAPAC Chair praised the presentation, highlighting the board’s positive response to seeing the direct impact of events like the Powwow and Cultural Night.
• The presentation emphasized the new Native Studies class and the effective program advocacy led by a member.

• Student Count: Part I submitted with 547 total American Indian/Alaska Native students, 59 of whom are specifically identified for the current grant portion.
• Allocation: Approximately $300 per student.
• Key Deadlines: * Public Hearing: April 9, 2026
• Signed IPC form due: May 8, 2026
• Part II application due: May 11, 2026
• Approval: The budget and application were approved by the committee with a 5-0 vote.

2. Budget Adjustments

• Travel: Increased significantly from $112 to $2,200.
• Supplies: Reduced from $4,461 to $2,900.
• Personnel/Events: Minor adjustments made to Event and ISU Coordinator stipends and staff event pay.

3. Academic Priorities & Feedback

• Target Area: Math was identified as the lowest performance area for students.
• Recommendation: Expand math tutoring opportunities across the district.
• Staff Training: Families requested increased cultural competency training. The curriculum department is collaborating with tribal members and organizations like NAYA and the Confederated Tribes of Warm Springs to provide this.

4. Partnerships

• Active: NAYA, Portland All Nations Canoe Family, and Bow and Arrow.
• Discontinued: The MESD partnership has been cut.
• Future Prospects: Seeking connections with Oregon State University, University of Oregon, and various tribal nations (Grand Ronde, MHA Nation, Salish and Kootenai, etc.).

5. Student Engagement (ISU)

• Participation: Indian Student Union (ISU) involvement is increasing.
• Board Advocacy: Plans are in place for a 10-minute presentation to the school board featuring student testimonials coordinated by Travis Miller.

6. Powwow Planning

• Current Year: STEM groups will be hosted outside the gymnasium.
• Future Vision: Considering moving the event to Ventura Park for a full-day Saturday event, potentially including a salmon feast and utilizing larger gym spaces.

We are currently finalizing the Title VI application to secure funding for the upcoming school year. To ensure the budget reflects community needs, a hybrid meeting (in-person and virtual) will be held before April 1st. We are working to ensure all stakeholders can participate in defining our short- and long-term goals before the state’s July award date.

3. Curriculum & Books

• The Native American Studies course is moving forward! A new subcommittee is overseeing the selection of materials.
• Deadline: All books must be ordered by April 1st to be in-house by the end of the month.
• Transparency: We are working to host curriculum materials on our website so families can see what is being taught in the classroom.

4.  Celebrating Our Graduates

• We are proud to announce that seven seniors are currently on track for graduation!
• Recognition: Discussions are ongoing regarding how to best honor our students. We are balancing specific recognition for those with “506” enrollment while ensuring our self-identifying students, who often face significant barriers to formal registration, are also celebrated by the community.
• Future Support: We are exploring a DDEF grant specifically to help families navigate the complex tribal enrollment process.

5. Events & Youth Activities

• Field Trips: Following a successful trip to OMSI, we are seeking additional funding through high school partnerships to support a visit to PSU.
• Powwow Updates: Planning is in full swing. We have secured 50 “tiny tot” bags for our youngest participants and are coordinating with local universities for vendor support and food services.
